Constraints are rarely visible in a title plan.
An appraisal built on best-case costs, and a planning risk somebody decided not to mention.
An appraisal that only works at the optimistic end of every assumption isn't a plan, it's a hope. Costs for older buildings need real contingency, and planning prospects need to be assessed on policy and precedent rather than enthusiasm.
Then the professional team matters. Architects, engineers, surveyors and solicitors appointed on clear scopes give independent advice; bundling those roles into whoever is cheapest removes the checks that catch expensive mistakes.
And reporting keeps owners in control. Spend against budget and programme against plan, on a fixed schedule, so a decision gets made while it's still cheap to make.
